Fr. Phillips is the founding pastor of Our Lady of the Atonement in San Antonio, Texas, the parish where Fr. Lewis will serve as his successor.

Fr. Phillips was ordained a Catholic priest in August of 1983 under the Pastoral Provision. Since then he has served as founding pastor of Our Lady of the Atonement,  which grew from 18 people into a parish of over 1000 Sunday Mass attendees, with a beautiful church building and a K-12 school.
